The New American Legion Bridge I-270 Traffic Relief Plan is an effort to reduce congestion for millions of travelers in the National Capital Region.

The project is focused on replacing the aging American Legion Bridge and relieving traffic congestion at one of the nation's biggest bottlenecks. It will provide new options and opportunities for transit riders, carpoolers, cyclists and pedestrians across the interstates, both in Maryland and Virginia.

The New American Legion Bridge I-270 Traffic Relief Plan is comprised of Phase 1 South and Phase 1 North and is part of the Maryland Department of Transportation's State Highway Administration's (MDOT SHA) Op Lanes Maryland Program.

WHERE DOES THE PROJECT TAKE PLACE?

Phase 1 South of the New American Legion Bridge
I-270 Traffic Relief Plan
will include two new High Occupancy Toll (HOT) managed lanes in each direction from south of the George Washington Memorial Parkway in Fairfax County, Va., to
west of MD 187 (Old Georgetown Road) in Montgomery County, MD.

On I-270, the project will convert the existing high occupancy vehicle (HOV) lane in each direction to a HOT managed lane, and add one new HOT managed lane in each direction on I-270 from I-495 to north of I-370, and on the I-270 east and west spurs.

When completed, the new HOT lanes will reduce traffic system-wide by 13% during AM peak and 38% during the PM peak. Additionally, vehicle hours of delay on all Montgomery County arterials will be reduced by 4.8% daily, and system-wide, traffic on local arterials is expected to reduce by 3.5%. This includes improvements to Prince George’s County’s local network, despite no physical roadway improvements in the county. Phase 1 South will be delivered first with immediate focus on addressing the regional bottleneck at the American Legion Bridge.

Giving transit and HOV 3+ travelers free usage of the HOT lanes, providing opportunities for faster, more reliable travel and encouraging car-sharing, vanpooling or carpooling.
Ensuring all travelers can continue using the general purpose lanes throughout the corridor free of charge, and often enjoying faster travel
Providing transit services worth $300 million along the Phase 1 South corridor in close coordination with Montgomery County. *
Providing $25 million for an Innovation Alliance that will identify and plan for emerging mobility technologies in partnership with Maryland. *
Committing $5 million during construction for bike and pedestrian safety improvements supporting Vision Zero in Montgomery County.
Providing water quality mitigation for an impervious surface acreage in excess of project requirements.
Putting small, disadvantaged, minority-, women- and veteran-owned businesses to work.
Avoiding and minimizing impacts to residents, travelers and the environment during construction.
